Telepathy

Masters of the Mind, Telepathic Psions devout themselves to not only understanding the mind, but being able to use that understanding to make changes.

1D Share Emotions - The ability to sense the strongest emotions present in another as well as to to share your own emotional state with another. The most primitive form of purely mental communication.

2D Share Thoughts- The ability to read the surface thoughts of another, as well as share your own. This advanced form of mental communication is a preferred method for holding conversations among the Altarians.

3D Share Memories- The ability to explore the memories of another, as well as share with them your own.

4D Stun - At this level of Mastery Telepathic Psions can flood the mind of another enough information to cripple their subject. ((Provides a Dice pool Penalty to all actions, as if the target was taking multiple actions that round))

5D Mood Swing- At this level of mental mastery the Psion can begin altering the emotions of another.

6D Suggestion- At this level of Mastery the Psion can make a target believe implanted thoughts are their own.

7D Command- At this level of Mastery a Psion can force another to follow commands against their will.

8D Memory Mastery- At this level of Mastery a Psion has developed enough understanding of the mind to begin altering the memories of others.

9D Psychic Surgery - At this Level of Mastery a Psion can use their prowess to work towards removing mental illness from another, or even inflicting them.

10D Sift through Mob Mind- At this Level of Mastery a Psion can sift through the emotions and surface thoughts of a crowd to seek out information of interest.

11D Direct Mob's Mood- At this level of Mastery a Psion can begin to sway the mood of a mob.

12D Sway the Masses - At this Level the Psion can implant Suggestions in the mind of the mob.

13D Mob Command- At this level of Mastery a Psion can actually work to break the will of entire crowds, and force them to follow orders.

1D Share Emotions:

With this power a Psion may create a link between themselves and another creature within line of sight that allows the two of them to sense each other's emotional state. This most basic mental link can be used to help over come language barriers and may even provide bonus dice to rolls involving social skills.

Range: Line of Sight

Duration: Sustained

Base Difficulty: 10 or Willpower

Modifiers

+5 to difficulty if the target is of a different species then the Psion. ( A human targeting a Novacon)

+10 to the if the target is of a radically different species then the Psion. (A human targeting an Elashani)

+20 or more if the target is a completely unknown species to the Psion. (A living Sentient Planet, Sentient Psionicly active AI's, etc...)

The ability to read the surface thoughts of another, as well as share your own. This advanced form of mental communication is a preferred method for holding conversations among the Altarians. It allows two or more people to communicate through telepathy regardless of language barriers.

Range: Line of Sight

Duration: Sustained

Base Difficulty: 10 or Willpower

Modifiers

+5 to difficulty if the target is of a different species then the Psion. ( A human targeting a Novacon)

+10 to the if the target is of a radically different species then the Psion. (A human targeting an Elashani)

+20 or more if the target is a completely unknown species to the Psion. (A living Sentient Planet, Sentient Psionicly active AI's, etc...)

+5 to sift through recent memories ( Short term memory reaching back to an hour or so into the target's past.)

+10 to search out specific memories ( Finding a Password within a target's mind, or a memory of a particular event)

+20 to find a memory the target has forgotten

(For example: A Merchant's Bargain Skill maybe reduced so that the Psion has a better chance of getting the prices they desire)

If the Target Difficulty is beaten 1-5 the suggestion remains in place for 1D Minutes.
If the Target Difficulty is beaten 6-10 the suggestion remains in place for 1D Hours.
If the Target Difficulty is beaten 11-15 the suggestion remains in place for 1D Days.
If the Target Difficulty is beaten 16-20 the suggestion remains in place for 1D Weeks.
If the Target Difficulty is beaten 21-25 the suggestion remains in place for 1D Months.
If the Target Difficulty is beaten 26-30 the suggestion remains in place for 1D Years.
If the Target Difficulty is beaten 31+ the suggestion remains in place Permanently.

Base Difficulty: 10 or Willpower

Modifiers

+5 to difficulty if the target is of a different species then the Psion. ( A human targeting a Novacon)

+10 to the if the target is of a radically different species then the Psion. (A human targeting an Elashani)

9D Psychic Surgery

Range: Touch

Duration: 1 round of uninterrupted concentration per Knoweldge or Willpower Rank of the target (psion can take no other actions while conducting Psychic Surgery)

Difficulty: Psion's Telepath skill w/ added modifiers vs Target's willpower

The psion is able to heal mental issues with a single target, from cabin fever, schizophrenia, to most importantly,  those under mental influence of other psionic abilities. To activate, the psion must touch the target, and then sift through their mind. The psion then makes a Telepathics roll, consulting the modifier chart, versus the target's willpower (as the target subconsciously is resisting change). If successful, the target can cure role playing issues such as fear, mental penalties from travel exhaustion, etc. If the mental penalty is a Disadvantage, the psion can instead pay the amount of character points it would take to lower or remove the Disadvantage through character progression.

Modifiers
ircumstances: The target is very familiar to the psion +0 (place they grew up, relative or friend)
Circumstances: The target is slightly familiar to the psion (psion has visited the location or met the person several times) +5
Circumstances: The target is not familiar to the psion (psion has visited or met the target once, or seen up to date pictures) +10
Circumstances: The target is completely unfamiliar to the psion (psion has never been there or never met the person) +15

+5 to difficulty if the target is of a different species then the Psion. ( A human targeting a Novacon)
+10 to the if the target is of a radically different species then the Psion. (A human targeting an Elashani
+20 or more if the target is a completely unknown species to the Psion. (A living Sentient Planet, Sentient Psionically active AI's, etc...)

13D The Gift

The Psion is so talented at manipulating Minds, that they unlock Psionic Potential in others. The recipient must be willing for the ability to work, or unconscious. The Psion must then succeed in a “Heroic” check for the effect to work. If the Psion fails, he/she can not attempt again on the target. If they succeed, the target gains a Meta-Physic's Attribute of 1D.

Cost: 1 Fate Point paid by the Psion, and a total of 100 Character Points that can be drawn from both the Psion and the Target.
NOTE: THE COSTS ARE PAID REGARDLESS IF THE POWER IS SUCCESSFUL OR NOT

Range: Touch

Duration: Sustainable and take's and Hour's Time.

Difficulty : Heroic

Modifiers:

+5 to difficulty if the target is of a different species then the Psion. ( A human targeting a Novacon)

+10 to the if the target is of a radically different species then the Psion. (A human targeting an Elashani)

+20 or more if the target is a completely unknown species to the Psion. (A living Sentient Planet, Sentient Psionicly active AI's, etc...)

+5 if a target is effected by a Known Poison

+5 if the target is effected by a Known Disease

+10 or more if thel affliction is unknown or is beyond the Psion's Understanding

+5 For each Mental Affection the Target Suffers from

+10 For each Unknown or Misunderstood Mental Affection the Target Suffers from
