The Hexisan Council
Guardians of the Hexisan Union, the Hexisan Council votes on all serious matters in order to guide the people in the right direction. The Hexisan Council is split between races, with the oldest Union members earning more representatives accordingly. Currenty, there are 19 members as follows...

Altarians- 4 Members (The Elders)
Novacons-4 Members
Balidar- 3 Members (The Pack)
Elashani-2 Members
Rasari-2 Member
Humans- 1 Member (The Prime Minister)
Ullitors-1 Member
Solins-1 Member
Naga-1 Member

The Elders

The Elders are the four members of the Hexisan Council who represent the Altarian race. These four members are the oldest Altarians alive and some of the most powerful psions in the universe. The youngest of the Elders is 825 years old while the oldest is 1,200. There have been four elders in the council since the beginning of the Hexisan Council some centuries ago, and is expected to remain as long as the Union exists. According to the psychically gifted race, the Elders are the wisest, most rational and best qualified beings represent their people. They are the protectors of Aether and the spirit of the Altarian people.

However, not all is tranquil with the Elders as of late. According to Altarian reports, two of the members have taken sanctuary within their dwellings, refusing to depart while a third member (and the oldest), has disappeared. This leaves the most youthful of the Elders to represent all Atlarians at the Hexisan Council. While many Altarian citizens refuse to believe that their elders are in anyway dysfunctional, chalking up their behavior to the mysterious insight that only the Elders have, other races are beginning to whisper. The Council has been able to work with only one Elder thus far, but if circumstances do not change, the people may soon be calling for new representatives to take the place of the missing ancient Altarians.

The Pack
The Pack is made up of three representatives who speak for the Balidar people within the Hexisan Council. The three members are Bonegras, Madjeer and Onis. The trio have been council members for nearly two decades and have celebrity status amongst the Balidar people. The Pack tends to vote in tandem, an arrangement that some races feel is bias. The Pack leans towards conservative actions, never wanting to risk Union assets unnecessarily, voting for proposals that protect the people instead.

The Pack is also known for siding with the Novacons, as the two races share many of the same ideals. This has made the Council a bit uneven at times. In spite of this, the addition of the Terran Alliance has sparked a sway in power. The Pack’s usual unadventurous values are starting to become overruled by the audacious Humans, Ullitors, Solins and Naga. This has caused a disturbance in the political rhythm, making the Pack anxious for the future. In addition, the Rasari (rivals of the Balidar and Novacons) have recently begun to side with the Terran Alliance’s propositions, annoying the Pack all the more.

Be that as it may, with the Altarian Elders taking a hiatus, the Pack and Novacons still secure a slight majority of the vote for most proceedings. With this edge, they’ve locked down the government, voting against anything that may put the Union in jeopardy. This has made the Council sluggish and dysfunctional. While some have cried out that this is unacceptable, in the eyes of the Pack it is not, as distrust and caution are the parents of security.

The Prime Minister
The Terran Prime Minister is the most senior minister of the Terran Alliance cabinet and representative at the Hexisan Council. He has the power to dismiss other members of the cabinet, allocates new members and executes the directives of the head of state. The current Prime Minister is Lord Theomund Alexander III, Chief of the T.A.F. Diplomatic branch, Honorary Board Member of Prometheus Enterprises and Grand Monarch of the House of Veneration.

Lord Theomund is the first Human Hexisan Council representative. He was elected by not only the Human people, but all three entities that make up the Terran Alliance. His forty-three years in government has made Lord Theomund a qualified politician and voice of the Human people. Theomund started as nothing more than a governor for Earth’s moon, but slowly began his rise to power at the mere age of twenty-eight. He is now the most powerful Human in the known galaxies.

Lord Theomund is often criticized for being aggressive within the Council, favoring risky ventures over conservative action. He tends to side with the Ullitor, Solin, Naga and Rasari representatives. He isn’t afraid to voice his opinion and has swayed several votes his way with loud, boisterous arguments. Lord Theomund is also an affluent businessman, owning millions of capital in the Terran markets. Critics argue that because his hand is in so many pots, it makes him unfit for representation of the Human people. He has held his position on the Council for nearly twenty years.

Carmen Sadulk

Council Member Carmen Sadulk is the Ullitor Hexisan Council Representative. He is the great uncle of Chief Seerix Fislum, High Chief of the Ullitor “Time Honoraries.” Carmen was selected for his position due to his "ethnic" Ullitor ideals, which are felt to be the true intentions of native Ullitors. Though many Terranized Ullitors would disagree with Carmen's typical aggressive nature, Carmen was still able to win his position in a very close selection process.

Many council members cringe when Carmen takes the stand due to his long lectures and "on edge" disposition. However, one of the most important attributes that makes Carmen an important member of the Hexisan Council is his truly neutral stance on all matters. Although he tends to side with matters that result in immediate action, he is said to be unbiased, even with issues that affect the Milky Way, and even the Ullitor people. And for that, he is a very valuable council member indeed.
